In my opinion, the most effective space habitation plan or multigenerational plan would be a planned geared to those who live on one dollar a day. I feel, in order to break these people out of the traps they are stuck in, we need a radical game change. Space habitation would be that game changing move that can end such poverty. But, we need to plan assuming most people can only give 1 dollar per year to space habitation, if that. We also need to assume they only have 1 dollar a year to gain experience in STEM (Science, Technology, Engineering and Math). Welcome to one part of the problem space of space habitation.
