Space for College

This is just a random idea I've been thinking about over the past few days. What if we had a space agency that worked for all the colleges in the world. I remember hearing on The Space Show that space bored college students because their projects would take so long to launch into space. Also, such an agency would allow for college students to take advantage of the ISS' free services. An alternative to this idea: maybe there are a few, very strong, colleges that can have their own space program. All this will lead to more research in space and might lead to a very useful application of space's unique environment.
